So I feel stronger, and my clothes feel a little looser, but the weight isn't going down. I haven't been doing super well on eating, but not terribly, either. I think I'm probably gaining a little muscle, and not losing a lot of fat.

You want to lose the weight, you need to get the diet under control. Since your starting at a low weight and don't have a lot to lose, you may need to get strict with your diet. Exercise is important, but losing weight is about 80% diet and 20% exercise. You can do it! Summer is coming!!!!
